Water, Wastewater, and Drainage Project Updates - Week of March 17, 2025
Water
Lead and Copper Service Line Replacement Program
- March 18, 2025 – Invasive water line investigative work has been put on pause due to billing issues between the City and the temp agency providing labor for the project. Once work starts again, it is estimated to take another 80 days to complete.
- January 21, 2025 – Invasive work started on January 14 to investigate the material makeup of service lines with meter boxes that are full of dirt. HDR will present a progress update at the Council Meeting on February 13.
Wastewater
Highway 79 Sewer Phase 1
- March 18, 2025 – Still waiting on Bonds and Insurance from contractor. Will schedule the preconstruction meeting after we receive those documents. Easement acquisition is still in progress and will take another 2-3 months.
- March 4, 2025 – Waiting on documents from contractor for contract execution. The project received final approval from TCEQ. Easement acquisition is in progress and will take several months to complete.
- February 27, 2025 – The City Council awarded a contract for the sewer main construction to AO Services for $3,999,526.24. The project was estimated at $6.84 Million.
Highway 79 Sewer Phase 2
- March 4, 2025 – The alignments of the project are confirmed. HDR will now move on to cultural resources and environmental analysis. On the map below, the red section is the Highway 79 Sewer Phase 1. The purple line is the primary alignment proposed. The orange and magenta lines are the possible alternative alignments.

Bull Branch Upsizing Phase 1
- March 4, 2025 – Received one of the Union Pacific crossing permits. Still waiting on the second one. Preconstruction meeting will be scheduled next week.
Tammi Lane Sewer Line
- March 4, 2025 – Completed right of way entry and field investigations for three locations. Still waiting on right of way entry for the fourth. Geotech bores were completed on February 20.
iMarket Sewer Line
- March 18, 2025 – The iMarket parent company is reviewing proposed Economic Development agreement in order to meet EDC deadline.
- March 4, 2025 – iMarket was given 45 Days to sign their Economic Development agreement. This will force them to move forward with a project or lose their economic development incentives.
Drainage
Donna Channel
- March 18, 2025 – Still waiting on the Texas Water Development Board for approval before we can put the project out to bid and start construction.
Mustang Creek Detention
- January 28, 2025 – Contractor is 1/3 of the way through with excavation. The first monthly progress meeting is today. Construction should be complete by the end of May 2025.

Local Drainage Projects (Tammi Lane, Burkett Street, Velma Drive, Old Thorndale Road)
- March 3, 2025 – 70% Plans are complete for Design and Engineering. HDR has identified some potential increases to the scope of the Velma, Burkett, and Tammi Lane projects that was not included in the Drainage Master Plan but would be beneficial for drainage in the area. They are reviewing feasibility and cost of these additions for proposal to staff.
